The decision was taken during a joint meeting chaired by Bihar Chief Secretary Pratyaya Amrit and Director General of Police (DGP) Preeta Verma on Monday, October 5.
The meeting focused on police preparedness, public safety, communal harmony and maintaining law and order during the festival period.
Mr. Amrit directed officials to make the safety of women and children a top priority and warned that those found compromising law and order would face strict action.
He also instructed authorities to enforce a complete ban on the use of DJs during the celebrations.
Principal Secretary of the Home Department Pankaj Kumar issued special administrative and security guidelines for all 40 districts, including 38 administrative districts and two police districts, for the period from October 11 to 20.
The DGP instructed all Superintendents of Police (SPs) to deploy available police resources at strategic and sensitive locations to ensure a visible security presence.
Officials were also directed to include people from different age groups in peace committee meetings and ensure comprehensive briefings for police personnel at all levels.
Fire safety audits of large Puja pandals will be mandatory and will be conducted by District Fire Officers.
Licensing will also be compulsory for Puja pandals, idols and immersion processions.
Organisers will be required to obtain undertakings from 10 to 25 responsible persons participating in processions. The entire procession route must also be documented through videography and photography.
Authorities have banned inflammatory songs, objectionable slogans and the display of prohibited weapons during processions and at Puja pandals.
Officials also warned against displays or activities that could hurt the sentiments of any community.
Director General (Operations and Special Branch) Kundan Krishnan said strict security arrangements would be maintained during idol immersions and processions.
Police will closely monitor social media and conduct surprise inspections of district control rooms. Officers and personnel have been instructed to remain alert and ready at their designated posts.
The authorities will also focus on the safety of women and children during the festival period.
Officials said the ban on DJs is being enforced in compliance with orders of the Patna High Court.
Loudspeakers can be used only with a valid licence and are prohibited between 10 p.m. and 6 a.m.
Registration of all DJ operators and loudspeaker owners with the Sub-Divisional Office has also been made mandatory. A list of registered operators must be maintained at local police stations.
Festival organisers have been advised to provide separate entry and exit points at locations expected to experience heavy crowds.
Authorities will also arrange medical teams, ambulances, Quick Response Teams (QRTs), SDRF units, CCTV cameras and watchtowers to deal with emergencies.
Divers and rescue teams will remain on standby at Ravan Vadh sites and designated idol immersion ghats.
The Bihar Police has warned that strict legal action will be taken under relevant provisions of the Bharatiya Nyaya Sanhita against people who spread hatred or rumours based on religion, caste or language through social media or other channels.
Action will also be taken against those who attempt to damage or target religious sites.
The authorities have urged organisers and the public to follow the guidelines and cooperate with the administration to ensure peaceful and safe Durga Puja and Dasara celebrations across Bihar.
